Conservatives are known for several ‘non-negotiables’–among these being smaller government, lower taxes, reductions in spending by the federal government, the primacy of the Constitution as the ultimate rule of law in this nation, maximum individual rights that are unhindered by unnecessary government restrictions, and a strong national defense.
Based upon these ‘non-negotiables’ it is possible to devise a conservative blueprint for America that encapsulates each of the principles stated above.
First, the new President and new Congress in 2012 should immediately implement a 15% across-the-board cut in government spending. No sacred cow should be allowed to dodge the ax.
Why? The answer should be crystal clear. With a 15 trillion dollar debt (over 100 trillion when unfunded liabilities such as Social Security, Medicare, and Medicaid are added in), the nation simply cannot afford to grant exceptions to the spending cuts. The cuts are necessary to save to country from total economic collapse.
This means conservatives are going to have to include their sacred cows in the cuts. The Pentagon must take its medicine along with every other agency and function of government. And liberals are going to have to accept cuts in social programs and other sacred cows of the progressive movement.
Second, further advances can be made in reducing the national debt by cutting the federal government workforce by 10%. Eliminate so-called ‘civil service’ tenure that basically allows employees to keep their jobs for life.
Third, eliminate entirely the Departments of Education, Energy, the EPA, and the IRS. Eliminate the income tax entirely and replace it either with a flat tax or a national sales tax. This will negate the need for the IRS, not to mention the paperwork reduction and cost savings such a plan will entail. Ideally, no American should be required to pay more than 10% of their income in taxes. If 10% is good enough for God, it should be good enough for the federal government.
Fourth, eliminate foreign aid. Through diplomatic means lead our allies and other nations to understand that the U.S. is flat out of money and that every dime we spend is borrowed. Until that is fixed, there can be no more money flowing out of this country to other nations in the world.
Fifth, get out of the United Nations and stop paying the exorbitant fees associated with membership.
Sixth, make it clear to the world that we will honor our treaties with our allies, such as Great Britain and Israel. If they are attacked we will assist in their defense. But regular funding from the U.S., apart from a war, is out of the question. The nations of the world, including our allies, must learn to stand on their own without U.S dollars. This is the best way to honor the independence of sovereign nations.
Seventh, drop the corporate tax rate to ZERO so that industries, businesses, and corporations will be encouraged to do business in America and stay in America. Currently the U.S. has some of the highest corporate taxes in the developed world. Our corporations have shipped millions of jobs overseas for one reason alone–it has become too expensive to do business in America. That can be corrected immediately by making the U.S. the most inexpensive place to do business in the entire world.
Eighth, require that each new law proposed in Congress, each new policy initiative implemented by any agency of the Executive Branch, including the President, and any decision issued by the Supreme Court contain the Constitutional justification for such proposals, policies, and decisions, along with a detailed explanation of how they are consistent with the original intent of the Framers, providing quotations from the Framers themselves.
This requirement may necessitate amending the wording of the Constitution to reflect this new initiative. So be it. These are unusually dangerous times for freedom. If the nation can do something to strengthen the power and authority of the Constitution in practical ways, then this will be to the long-term benefit of the country.
