In spite of the outrage of voters and city residents, City Councilwoman Marian B. Tasco will retire today and be back at work Monday, for the same employers. The city of Philadelphia. She will be paid $478.057 in a special one time pay out.
The pay out is part of a program called DROP, or Deferred Retirement Option Plan. The theory behind this plan was to allow long time city employees to retire and get a lump sum payment which is lower than their pension paymouts over the course of their lifetime. The objective is thew employee is supposed to be gone. Retired. No longer employed by the city. This is what has gotten people so worked up with Tasco. Her “retirement” is going to last one weekend. Monday, her seventh term will start.
Many other City Council reps have listened to the public when it comes to DROP. They have retired and not run again. Frank Rizzo was not so smart and stayed in the DROP program. That decision is said to have cost him his reelection bid.
The DROP program has come back to haunt Tasco as well . She was the favored candidate to replace Anna Vera as President. Citing backlash from her participation in the DROP program, support for her to replace vanished. Darryl Clarke is now the favored candidate to become the next President of City Council.
